Can my Apartment Complex start charging for water after I've lived here 6 months?

We got our monthly newsletter and it stated that they were considering beginning to charge for water because so much is being used. In our lease under utilities it says that water is "common use only," gas is N/A, and electricity is our expense. It also states that this is a complex that conserves energy and any misuse of utilities constitutes a breaking of a lease. They can't do this for the whole complex, though, can they? We don't even have hot water most mornings! It's not like we're getting quality water to begin with. Geez. Ha.
