Why limited availability of menthols on russian/ukraine/moldova cigarette sites?

Until recently menthol cigarettes in king size were not produced in Ukraine, so almost all menthol cigarettes were shipped from Russia. In 2007 on-line vendors stopped shipping cigarettes from Russia due to the new administrative regulations making international tobacco shipments impossible. Marlboro Menthol Lights are now available in Ukraine in two flavors Fresh Mint and Crisp Mint. My sister is a menthol smoker and she had hard time finding available and cheap menthol brands. I've ordered Ukrainian Marlboro Menthol for her at one of the web-sites and asked the same question.
