Isn't Mrs. Clinton running for president tantamount to Bill Clinton running for a third term??

After F.D.R. ped away, congress enacted term limits to put an end to the presidency being a monarchy. Now 60 years later it appears as though the Clintons are attemting to cirvent term limits by running the wife of the former president. I've heard nobody in the news media bring this up..
