Why are the bbs in my airsoft M203 cartridge does not fire completely?

When it fires. Most of the bbs are still inside the cartridge. And the bbs that took of doesn't have enough power to a box(when test fired). When I fired on a box(at point black and the cartidge was full of bbs and C02) it did not pentrate the box. Is that natural?
