Consult any tax consultant, he will guide you in this regard. You have to write a letter stating that the PAN card not reached to you and want to reissue the same. Don't apply for a fresh card. They will object it. Apply for the status of your PAN card issuance under the RTI act. They should reply the query in a certin period.
